Can't resolve a report as admin when you are banned from a community

Do not report multiple bugs in one issue. - [x] It's a frontend issue, not a backend issue; Otherwise please create an issue on the [backend repo](https://github.com/LemmyNet/lemmy) instead. ### Summary When you are banned in a community, the reports for that community get stuck in your report queue and are impossible to resolve. This has a lot of abuse potential as someone could ban you from a random community, then create a lot of reports, and you have no option to resolve these. ### Steps to Reproduce 1. Get banned in a community 2. Receive reports about something in the community 3. Click the resolve checkmark 4.
