freeze other's animated profile pictures in user settings

While very cool, I would like to request an option to freeze that profile picture playback at some frame. * I personally don't like blinking gifs when browsing lemmy, but that's just my personal opinion * I am also concerned for people with epilepsy, which makes this an accessibility concern. The nature of the fediverse would make it impossible to predict problems with or enforce limitations on custom uploads by users.
