feat(commands): add "documentation only" commands

that aren't installed into the devshell environment, but nonetheless appear in the output of `menu`. The intention is to support documenting commands that become available in the devshell (e.g. via adding the project's `./scripts` subdirectory to `PATH`) but that aren't actually managed/created by the devshell.
