Laqua-Kussmann-Ochsenfeld partitioning

I thought this was implemented, but couldn't find it in the source code. One should also have the Laqua-Kussmann-Ochsenfeld partitioning of [doi:10.1063/1.5049435](https://doi.org/10.1063/1.5049435)
