[codex] Scout ChemROF extensions for autonomous experimentation

## Summary Add a focused scouting note on extending ChemROF toward autonomous experimentation. The note covers: - what autonomous experimentation systems need beyond chemical identity - where current ChemROF classes and tooling already help - the missing schema layers for procedures, executions, samples, measurements, and optimization loops - a phased extension plan centered on a small `chemrof-ae` kernel - concrete integration points with XDL, ORD, LabOP, SiLA 2, AnIML, Allotrope, ChemOS, HELAO, and related semantic-web efforts ## Why ChemROF already has a strong chemical semantics layer, but it does not yet model the experiment and campaign concepts required for autonomous experimentation workflows. This proposal is intended to give Chris a practical, repo-relevant path for future schema work rather than a vague survey. ## Validation - reviewed the existing ChemROF schema, docs, and converter/tooling - performed literature and standards research across current autonomous experimentation systems - ran `git diff --cached --check` @dragon-ai-agent
