Add poppler to winget

Can poppler be added to winget? It looks like there are two steps involved, based on this other project that set up their releases to be automatically pushed to winget. 1. Submit a manifest to microsoft/winget-pkgs: https://github.com/sxyazi/yazi/issues/1088 2. Create an GitHub Action that publishes to winget on a release: https://github.com/sxyazi/yazi/pull/1299
