Add support to Query-JobLimits.ps1 for querying CPU rate controls

This change enables customers using the Query-JobLimits.ps1 PowerShell script to query CPU rate controls from within a container, in addition to the (currently supported) ability to query memory limits. - Add support for querying the job object on CPU rate control limits - Add a wrapper function to convert this to a simple integer - Add a script call type: CpuRateControl
