Redis Module Patch Name Incorrect

Re: [Object Cache FAQs](https://docs.pantheon.io//object-cache/faq) Priority: Low/Medium/High (choose one, remove the other options) ## Issue Description: In the section about Patches to Drupal's Redis module, there's two issues that have the same name. The first one is correct and links to an issue called "TTL handling broken, always permanent". But the second one is a different issue. ## Suggested Resolution The second link's text should be "Allow failing over to database or other backends if Redis is down".
