[Package Update] Seerr 3.2.0 (also request for user specified env var config)

### Software Name Seerr ### Brief Description Request to bump Seerr to 3.2.0. I'm specifically interested in testing out postgres as a backend which is currently broken on 3.1.1: https://github.com/seerr-team/seerr/issues/2888 As an extra request: is there a way to allow the syno package to let you configure the env vars to launch seerr with so I can persistently configure my backend db to point to postgres if I wanted to?
