Support 254 vCPUs per instance

Omicron supports up to 254 vCPUs per instance as of https://github.com/oxidecomputer/omicron/pull/9385, but the web console doesn't. This prevents cosmo users from creating an instance that's greater than 128 vCPUs via the web console.
