[enhancement]: make integration tests work on rhel

# Enhancement Issue: https://github.com/canonical/cloud-init/issues/3134 Most of the integration tests are written for ubuntu and have hard coded paths, service names or package names that may are different on other OS. So I will submit PRs to get the integration tests working on rhel, step by step.
