Manually Update Snippets Dependencies

Unfortunately https://github.com/googleapis/python-pubsub/pull/1464 can't be merged directly since the docs action doesn't support py3.14 at the moment. We'll have to manually update these dependencies and omit the docs.yml python version bump.
