Possible deadlock in TCP on MacOS

CI runs have failed at least twice with a deadlock in the `Tcp4WriteConsistency.SimultaneousWrites` test. This needs to be investigated to find the cause of the deadlock and remove it. Both failures have been in the MacOS static release build. Logs from the most recent failure are attached.
