bivariate bicycle code using polynomial quotient ring

Bivariate Bicycle code is implemented using group algebra via `LPCode` and using circulant matrices via `GeneralizedCirculantBivariateBicycle`. Implement it using polynomial quotient ring as discussed in [Section 4.1](https://arxiv.org/pdf/2407.03973) of reference.
