Bump base version upper bound for directory 1.3.8.5 and GHC 9.14

1.3.8.5 is the last version that doesn't require file-io. We should still support that for the time being. There's also the precarious situation in file-io testsuite: https://github.com/haskell/file-io/issues/47 I tested locally on my machine and it works for base 4.22 (GHC 9.14).
