Release for GHC 9.14

GHC 9.14.1 shipped with directory version 1.3.10.0, commit 6442a3cf04f74d82cdf8c9213324313d52b23d28. Unfortunately, we didn't notice that this version hadn't been released to hackage so far. Would it be possible to tag this commit and release it to hackage?
