Relax base upper bound on 1.3.8.5 for `base < 4.22`

1.3.9.0 introduces a new dependency on `file-io`. It causes cyclic dependency for file-io tests. So having an earlier version of directory that works with GHC 9.12.X should help. 1.3.8.5 builds fine here. @Bodigrim
