Create tag for release supporting libalpm.so.16

In 0adbb0e I see the update for libalpm.so.16 (which is already in testing) but there is no release tag since these changes, so AUR helpers cannot update the dependency and use it yet and are therefore broken (e.g paru: https://github.com/Morganamilo/paru/issues/1454)
