(Idea) Move Open Office Preferences to a dedicated Preference tab

Currently, we let users interact with all LibreOffice related preferences in the "Settings" of the LibreOffice Integration panel.
After https://github.com/JabRef/jabref/pull/16315 and also upcoming from https://github.com/JabRef/jabref/issues/16349, it can be established that OO/LO integration now has a lot of preferences.
Maybe they deserve their own dedicated tab in File -> Preferences?
With a lighter number of preferences, our current OCR feature has its own preference tab (see https://github.com/JabRef/jabref/pull/15990).
This allows the OCR user to easily visualize the selected `ocrmypdf` path.
In LO, we have a `pandoc` path which can similarly be auto-detected or set manually. User should either get a notification informing them of the path selected, so that they can verify that they didn't make a mistake, or this full migration of preferences UI into a tab should be done so that they can always see the paths (like OCR).
