Add vcs2l

Add the [vcs2l](https://github.com/ros-infrastructure/vcs2l) package. According to [the install section](https://github.com/ros-infrastructure/vcs2l#how-to-install-vcs2l) it's packaged for the ubuntu version of ROS 2, however it doesn't seem to be a part of the rosdistro, so it doesn't get generated.
