Fix the axis labels to use something more reasonable instead of the strange axis labels today

Today we plot with the center at zero, find the pretty labels, then adjust the axis labels to move the zero center to a new location. Evaluate if we can adjust the output to go to better axis labels directly. Then label the center of the tornado separately with a dotted line.
