Enh: merge release and publish workflows for a simpler deployment process

In #139 i did merge the publish/ build release workflows to be cleaner using conditionals for each section of the run * We still need to add instructions about locking down your environment so it requires a human to approve it. I did add these instructions for pyosMeta as an animated gif -- https://github.com/pyOpenSci/pyosMeta/blob/main/images/release-deploy.gif so this can just go into the documentation for the template once we create that. I'm thinking we should add that to our packaging guide for simplicity pyopensci.org/python-package-guide/how-to/template or something like that. Open to suggestions.
