Read the docs will fail without _static dir

If we don't have a _Static directory but it's configured in the conf.py file, then RTD raises a warning which errors the build. A pr for the fix is here - if that works we should do the same for our template! it's an easy fix https://github.com/pyOpenSci/pyosPackage/pull/72/files
