PRs merged with failing tests

We sometimes see PRs merged by Prow with failing Github Actions tests. For example: https://github.com/GoogleCloudPlatform/k8s-config-connector/pull/6064 is failing unit-tests. But prow merged it anyway. Note that this is a github action test.
