Remove AI-generated PR labeling workflow

## Description The repository currently has a GitHub Actions workflow that detects AI-generated PRs by scanning for keywords such as kumquat and applies an ai-generated label. This automation is no longer needed because the project no longer allows PRs by non-contributors. ## Proposed change Remove the AI-generated PR labeling workflow.
