unused variable in TargetConfigController tests

https://github.com/openshift/cluster-etcd-operator/blame/eada51ba59fb9741588dfbfb10309717863f3d76/pkg/operator/targetconfigcontroller/targetconfigcontroller_test.go#L56 can be removed, turns out to be just a mocking value, which got steam roll refactored in #1309
