Monotonic snapshot timestamp and expose a new row lineage metadata column (_last_updated_timestamp_ms)

### Proposed Change There are two parts that are connected. 1. Add monotonic requirements for v4 snapshot timestamp 2. Expose a new metadata column: _last_updated_timestamp_ms.
