Support Oxlint & rename module

### Describe the feature Nuxt strives to be ecosystem-compatible. As this is a module provided by the core Nuxt organization, we should consider being more open to supporting other linters such as Oxlint. Given the small number of rules currently provided, it would be a good opportunity to make this transition now before we add new rules.
