bzip2 version is incorrect

The version string was bumped in https://github.com/JuliaPackaging/Yggdrasil/pull/10387 but [the git source hash wasn't changed](https://github.com/JuliaPackaging/Yggdrasil/commit/4f5224a8ba03ee7be81c164c6f85745f9a1e8cc5#diff-8b7f28dbe9df141fc8c6a7a798889aeebf9a5aa7b09973e55693696963eb2299L8-L11), so the v1.0.9 contains v1.0.8 in the version string.
