Update community-operators catalog to v4.19

Once the 4.19 version of the community-operators catalog has been bootstrapped we should update the version [here](https://github.com/operator-framework/operator-marketplace/blob/8fc075f06818633c1d9815ece13b57414f12841b/defaults/03_community_operators.yaml#L11) as soon as possible. The other three (`redhat-operators`, `redhat-marketplace`, `certified-operators`) have been updated ( #579 ).
