Read configuration from a file

It would be great if the server could read its configuration options from a file in `~/.config/v4l2rtspserver`. Right now, you need to edit the systemd service file every time to change the arguments, which doesn't seem like good practice. It would also allow easy backup of the configuration. Thanks!
