Backport issues before creating stable release v1.11

# Description Since release v1.11-beta.0 there have been security patches added to `main`, including the method used for authenticating against GCP, see https://github.com/kubernetes-sigs/cluster-api-provider-gcp/pull/1578. Before creating the stable release, these changes must be backported to the release branch `release-1.11` /kind cleanup
