Different scroll speed setting for mouse and keyboard

### Is there an existing issue for this? - [x] I have searched the existing issues ### Problem Mouse scrolling is unreliable. Keyboard scrolling deterministic. If there was a fast keyboard scroll and slow keyboard scroll that would also be fine but its not there. ### Expected behavior Give a different scroll speed setting for mouse and keyboard
