GitHub Actions Ubuntu runner stopped being able to run unit tests

Lots of tests now fail with errorIncompatibleDriver. Unclear if this is something we are requesting wrong (perhaps due to the fixes for #947?) or a GitHub runner side change, but we need to get it working again.
