Bump alexapy to 1.29.22

`alexapy` needs to be bumped throughout the repo to the latest version of 1.29.22. This includes the manifest.json and pyproject.toml and anywhere else with the older version. Note: Poetry lock can't be bumped manually. That breaks the lock file. Run the appropriate command.
