Disable HttpClient like in BC Online Sandboxes

Hi! I'm not sure if this is the right place to ask, but maybe you can point me in the right direction. We have a lot of customers in a self hosted OnPrem environment. We would like to be able to ensure that no calls are executed with the HttpClient - just like in cloud sandboxes.
