Custom Image Issues

I've tried all the methods listed in the wiki section doing this. Base64 method didn't work. I even created a repository and tried inserting the image into an issue and this didn't work either. Tried both methods again but with all other user styles disabled, even ones that were enabled for other websites just to maker sure. Still didn't work. Would it be possible to create a pinned issue or an issue that would basically always be set as open for the sake of using it to host the custom backgrounds? Though I doubt that would work and cause issues seeing as it didn't work when I tried the same on my repository.
