Add a setting making Lookup tables load as constant value or vice versa

This was an issue thrown on https://github.com/nodejs/llhttp/issues/782 and I have forwarded it here. One of my solutions was having the code generate lookup tables as constants instead of being loaded in the switch state table. @ShogunPanda do you have any ideas for me on where I could get started with this?
