P2 (IES4): MCP-over-IES-RAG demo — open niche nobody is filling

## Why Stream-4 IES4 research finding (May 2026): nobody has publicly grafted LLM/RAG onto IES. Telicent's Smart-Cache-Graph stack is designed as RAG substrate but isn't marketed as such. There's no published paper or product combining IES4 + LLMs in 2024–2026. The gap is wide open and fits Open Ontologies' positioning exactly: a Rust MCP server that already does reasoning + SHACL + plan/apply + crosswalks is the obvious foundation for "Claude reasons over an IES4 knowledge graph via the MCP protocol." ## Scope A demo (case study, blog post, video), NOT a productised tool: - Load a small IES4-conformant knowledge graph (e.g. derived from open NDTP / Wales valuation report data, or a synthetic example) - Use \`onto_embed\` + \`onto_search\` to give Claude semantic retrieval over IES particulars - Demonstrate Claude answering competency questions like: - "Who held this role at time T?" - "What events occurred in this location during interval X–Y?" - "Which states is this entity participating in right now?" - Highlight how 4D / state-based modelling combined with semantic retrieval gives temporal-coherent answers that flat RAG can't - Position vs. flat document-RAG: ontology-grounded retrieval avoids hallucination on temporal/identity questions ## Reference - Stream-4 research findings: nobody public is doing this - Telicent CORE: https://github.com/orgs/telicent-oss/repositories (substrate but not LLM-integrated publicly) - IES4 4D / event-state modelling: requires the IES-Org pointer switch first ## Priority P2 — depends on the upstream pointer switch and ideally the enforce rule pack. Pure reputational / lead-generation play; no production code required. Genuinely fills a wide-open public gap.
