Add libgdal,gdal,libgdal_core 3.11 migration manually like 3.9 and 3.10 previously?

### Comment: A new minor version of GDAL, 3.11.0, was released recently: https://anaconda.org/conda-forge/gdal For previous minor updates (3.10, 3.9) , it turned out that the migration had to be triggered manually... I suppose this is the case now as well? This was the PR for version 3.10: https://github.com/conda-forge/conda-forge-pinning-feedstock/pull/6702
