python313 migration for 'catboost' package is erroneously listed as 'done'

### Solution to issue cannot be found in the documentation. - [x] I checked the documentation. ### Issue I look at the page with the migration status and see it is marked as 'done': <img width="648" alt="Image" src="https://github.com/user-attachments/assets/09061c95-10ad-48c0-b512-33cd94187def" /> whereas in fact [the corresponding PR](https://github.com/conda-forge/catboost-feedstock/pull/121) has been closed without merging, the bot promised to come again but it has not happened since then (2025-01-30). I've tried to add `bot-rerun` label to the PR but there has been no reaction, looks like it only works on open PRs. ### Installed packages ```shell n/a ``` ### Environment info ```shell n/a ```
