Windows compatibility

Hi! Is tramp-rpc not available on Windows (as the local machine, not the server) because SSH doesn't have ControlMaster compatibility on this platform (I'm guessing UNIX sockets don't work at all)? Could tramp-rpc still benefit users even without ControlMaster enabled?
