Stochastic `apt` failure `Could not get lock` in CI/CD

On a reasonably regualr frequency, steps of the `Build and Test` pipeline file with the following error <img width="1719" height="832" alt="Image" src="https://github.com/user-attachments/assets/035416fc-8037-419b-b916-d9d1a9f79ae7" /> Reruning the failed jobs when this happens resolves the issue.
