Intelligent Tiering experience report

We've enabled #728 on May 14. I am looking if it's actually saving us money. Looking at the daily cost data currently it seems that we're actually paying *more* than before. We traded `$215` of infrequent access cost for `$380` of Intelligent tiering cost.
