Transfer of LightOSM.jl

Following discussions with @DilumAluthge on Slack, I am pasting here details regarding manually transferring LightOSM.jl to another org without approval of original package authors, as none of them respond anywhere. https://github.com/DeloitteOptimalReality/LightOSM.jl/issues/116 To the best of my knowledge this unresponsiveness existed for 8 months, although looking at the lack of response at issues in LightOSM.jl this could be much more. Package compat bounds for LightOSM.jl have not been updated in a very long time. Attempts at commynication have been made, see issue linked above. JuliaDynamics is a candidate to host this package. The org is well organized with teams, nearly each package in the org has a dedicated team with admin-level access per package, and I'm happy to do the same for LightOSM.jl.
